Born in Middlesborough, England in 1936, Baxter, a Canadian resident since 1937, now lives and works in Windsor, Ontario. He attended Washington State University where he received his Master of Fine Arts in Painting. He currently teaches in the Department of Visual Arts at the University of Windsor.
Baxter worked with Ingrid Baxter from 1966-1978 as the N.E. THING CO., a collaborative practice that worked to confront traditional categories of media to affect people's perceptions of the world. Work from this collaborative effort has been exhibited at the National Gallery of Canada, the Museum of Modern Art in New York and the San Francisco Institute of Art, among other venues. Baxter has exhibited his work in almost 40 solo and numerous group exhibitions in the United States, Canada and abroad.
