Otho R. Barnes

Otho Barnes was an American artist, active in Seattle, Washington during the 1930s. In 1936 he completed a stencil print with lacquer and airbrush titled, “Moment Musicale” (after a design by Hans Bok) for the Works Progress Administration Federal Arts Project.
